The Saskatchewan Surface Rights Board of Arbitration (the Board) is established via The Surface Rights Acquisition and Compensation Act (the Act) and performs an adjudicative function for landowners and mineral developers regarding:
- the terms under which a person can enter surface lands to explore for and develop oil and gas, potash, helium and lithium;
- the compensation payable to landowners to recognize the impact of these activities on their use of their property; and,
- the periodic review of surface access arrangements and the resolution of disputes arising from the implementation of Board orders.
The Board has an opportunity for a Board Secretary. Reporting to the Surface Rights Board Chair, the position will provide administrative and office management to the Board, assisting with:
- planning, organization and scheduling of Board hearings and meetings;
- recording and documentation of Board proceedings;
- authentication, publication and distribution of Board orders;
- preparation of Board correspondence and the maintenance of records;
- custody, care and recording of all applications and other documents necessary to initiate, conduct and conclude Board hearings;
- supervision, training and assigning work of the person appointed to the position of assistant board secretary;
- conducting performance reviews of assistant board secretary;
- response to inquiries pertaining to the operation of the board and the filing of applications;
- operation of the board office including ensuring that the public has access to board services during the normal business hours of the Government of Saskatchewan; and
- receipt and recording of any payments of fees levied in accordance with board rules.
