Reporting to the Red Earth Cree Nation Director of Operations, the Chief Financial Officer takes a lead role within the finance and administration capacity by supporting the Nations leadership and staff by providing senior level expertise. You will serve as a key role in the RECNs financial management leadership, growth and capacity development. A valid Chartered Professional Accountant (CPA) is preferred. A relevant mix of education (MBA, Degree in Commerce/Business Administration/Management) experience may be considered.
Primary Responsibilities:
Develop and lead the annual internal budgeting process, inclusive of creating timelines and working with program managers to support budget preparation.
Provide consolidated and concise financial reports at least quarterly to Chief and Council outlining program and portfolio actual to budget revenues, expenses and relevant highlights for Leadership.
Develop and implement internal financial reporting processes and deadlines.
Oversee outsourced payroll process including payroll processing, remittances and annual tax compliance documents for all RECN departments and legal entities.
Oversee funding agreements and reporting obligations. This role will be the key liaison between funding agencies (ISC) and the RECN management to ensure funding agreements are adhered to and reports are completed accurately and in a timely manner.
Manage annual audit requests and facilitate timely audit report completion, key contact for external auditors.
All functions of treasury and cash management inclusive of transfers between programs and restricted cash management.
Provide guidance and training to the finance department
Provide project leadership for IT, digitization and systems projects (payroll, HRIMS, digital filing) and other transformation initiatives.
A working knowledge of Human Resources, employment law, Inherent and Treaty Rights.
