Description

Job Summary:
Provides leadership to other developers, investigates technical tools and resources for use by others in the IT&BI department. Works with IT&BI management to determine technical standards; works with end users, management and support staff to identify areas where applications will solve business problems.  Documents new and existing applications; deploys application to the user community.  Identifies and minimizes risks to implementing applications. Provides day-to-day supervision for Programmer Analyst teams.  Assists and trains other developers and support staff on applications, tools and utilities; works with other IT staff to solve business problems; utilizes project management tools to update end users and management on progress. Responsible for providing excellent customer service to other ITS staff, internal business units and external employers, injured workers and healthcare providers in Saskatchewan.

Qualifications:
University degree in Computer Science or a related discipline from an accredited University with a minimum of five years demonstrated successful experience in the areas listed below:
Demonstrated experience in leadership, supervision, providing guidance and mentorship for employees and teams.
System development life cycle and agile development understanding.
Thorough understanding of design methodologies and the ability to translate complex business concepts into sound design documents.
Object oriented analysis and design.
Database design and analysis; development of complex SQL statements.
Development and implementation of complex business applications.
Technical documentation skills; translation of functional specifications into technical specifications.
In  depth understanding of IT systems
Demonstrated ability to work effectively with clients and IT management and staff.
Coordinate development activities on a small to medium project.
Ability to gather requirements; problem formulation and analysis
