Description

The Town of Battleford is seeking a Finance Manager to oversee all financial aspects of the Town. Reporting to the Town CAO, you will be responsible for managing the entire finance function. The Finance Manager as a member of the senior Management Team, will also provide strategic and collaborative guidance to the CAO and other members of the Management Team.
Responsibilities
    Hands on leader of a team of 4 overseeing all aspects of the finance department including receipting, accounts receivable, accounts payable, payroll, utility billing & subledger management, tax billing & subledger management, and banking.
    Oversee all external reporting including annual external audit, Education Property Tax, Gas Tax, and other reporting requirements.
    Oversee all aspects of Tax Enforcement per relevant legislation.
    Oversee annual budgeting and follow on reporting to Council on budget performance.
    Assist the CAO and Council in prioritizing capital investment to ensure the Towns liquidity remains in a strong position.
Qualifications
    Minimum of 5 years proven experience in a similar role, municipal experience would be a distinct advantage but not required.
    University degree, CPA designation or similar.
    In-depth knowledge of accounting principles, knowledge of Public Sector Accounting.
    Solid knowledge of budgeting, financial analysis and forecasting.
    An analytical and strategic mindset.
    A leader and team player who can problem solve and make independent decisions.
    Experience in a union environment deemed an advantage.
    Comfortable presenting in public to an elected body.
    Excellent communication and interpersonal skills.
